District 12 has put out 137 bridge projects and 241 projects for roadway and other improvement projects worth approximately $1.195 billion since January 2015.

How Do We Calculate These Numbers?

Each quarter, brianowens.tv reports miles improved and paved, and bridges improved.

For pavements, miles improved includes seal coats, micro-surfacing, thin lift paving, and regular paving conducted both by department force and contractors. Paved miles are only those receiving a new resurfacing. Once the projects are completed, they are closed and entered in our databases. However, oftentimes improvements and paving projects have additional work items that need to be completed, and all payments and accounting must be finalized before the projects are closed. Therefore, the reported improved miles or paving may be well after the paving or improvement portion of the project has been completed.

For bridge improvement, brianowens.tv reports projects that are “let,” which means that they were made available for bid. Bridge projects sometimes span many years, so the most reliable means of measuring the progress of our program is reporting how many bridges are let in a given period.

Interstate 70 from Beau Street to Route 519

This project is a combination of two sections of I-70 and will completely reconstruct the route between Beau Street (Route 136) and the State Route 519 Interchange in Washington County for a smoother ride and a longer lasting roadway.

Interstate 70 from Beau Street to Route 519

This project is for the reconstruction of Interstate 70 (I-70) between Beau Street (Route 136) and the State Route 519 Interchange. The project is a combination of two sections of I-70. The western section of the project (Section T10) from Beau Street to I-79 South Junction is the second phase of the Department’s plan to widen I-70 from two lanes to three lanes in each direction between the I-79 North and South Junctions. The Beau Street Interchange (Exit 20) at the western end of the project remains as it exists today. The eastern portion of the project (Section W31) from I-79 South Junction to the Route 519 interchange, the four-lane section of I-70, was reconstructed. Contractor”s final work was completing the concrete roadway paving at the median area between the South Junction and Zediker Bridge area, as well as completing structure work at this area. All other concrete roadway paving was previously completed between Eighty-Four and Beau Street.The project was completed in December 2020.

More About the I-70 Project

Route 21 Widening Project

brianowens.tv completed the widening of Route 21 in German and South Union townships. This Safety Improvement project included the addition of a middle turning lane, bituminous overlay, a geosynthetic slope embankment wall and other miscellaneous construction. Construction began in May 2020 and ran into the Fall to complete the 4,100 feet (0.77miles) of improvement on Route 21. During construction, traffic remained open to the public with a shifting traffic pattern throughout the duration of the project. Pictured is the completed Geosynthetic Slope Embankment Wall located in the westbound lane of Route 21 to allow additional width for the widening. The Contractor worked closely with Department personnel including the Geotechnical Engineer and the Product Manufacturer during construction to ensure the wall was constructed to the desired specifications. The 250-foot wall construction started with a 3-foot-deep Class C cement foundation, followed by a layer of 57 stone, then layers of 2A stone, all encased in a wire mesh form. The overall construction went very well and the wetlands next to this area were properly protected and maintained throughout the duration of the project.

Interstate 70 Yukon and Madison Interchanges

This project is for the reconstruction and widening of Interstate 70, full reconstruction of the Yukon (Exit 53) and Madison (Exit 54) interchange, replacement of four mainline I-70 structures, one mainline culvert, a proposed culvert at the Yukon Eastbound on and off ramps and maintenance of a structure on SR 3010.Additionally, the project will include new interchange signing including overhead sign structures, highway lighting at Madison Interchange.The contractor continues with structure and embankment construction on the north side of Interstate 70. A box culvert extension on the western end of the project has been completed. Five other structures including over SR 3010, Sewickley Creek, SR 3037, a tributary to Sewickley Creek, and the culvert at the future new Yukon ramps are all currently under construction, as well as embankments and drainage throughout the job.

Westmoreland County: $92.8 million
